Aparentemente Microsoft cambio el driver XInput en la ultima actualizacion de Windows 10 Anniversario
 Para quien no sepa que c#### es el xinput en resumen es el archivo que le dice al windows que tecla estas presionando

Una solucion es volver atras al original XInput drivers siguiendo los pasos a continuacion:

1) Ve abajo al link del sitio de Microsoft y descarga el archivo XInput driver.

Si la pagina no te funciona con chrome o firefox tendras que abrirla con internet explorer

 Unfortunately, this site only works with Internet Explorer. Most Windows 10 systems do come with IE preinstalled but you'll need to launch it manually. Simply type Internet Explorer in the "Ask me anything" search box and you'll find it. Launch IE and copy/paste the URL below.

2) Hay 2 archivos disponibles pero deberia servir cualquiera de los 2. Dale click y descarga cualquiera. Descomprime el archivo .CAB con WinRAR o el descompresor que uses. Te quedaran varios archivos.
 

3) Dale click a la lupa que esta en la barra de windows y busca Administrador de dispositivos o abre panel de control y dale click a administrador de dispositivos.

4) De la lista de dispositivos, busca el que tenga como nombre Dispositivo de interfaz humana y dale click al + o el simbolo que te aparesca para expandir la lista.

5) De la lista, localiza y dale click derecho a  XINPUT compatible HID device (puede estar en otro orden escrito) y seleccciona Actualizar controlador...

6) selecciona Buscar controladores en mi equipo

7) Dale click a Eegir en una lista de controladores disponibles en el equipo

8) Selecciona el boton de Usar disco

9)selecciona el boton Examinar... y busca la carpeta donde hayas descomprimido el archivo xinput

(el archivo se encontraba comprimido en el archivo .CAB que ya habias descargado y descomprimido por si te olvidaste)

10) Seleccciona el archivo xinputhid.inf y dale click a abrir (OK/Next) luego en aceptar, siguiente y asi hasta que se haya instalado o completado.

11) Cerra el administrador de dispositivos y abri el juego con el joystick conectado.

Todo esto hice yo y ya me funciona el boton de poderes.

Todo estos pasos fueron traducidos del ingles al español por mi con animos de ayudar ya que la unica solucion que encontre estaba en ingles.

It appears Microsoft changed their XInput driver in their latest Windows 10 Anniversary Update.

One workaround is to roll back to the original XInput drivers by following the steps below:

1) Go to the below Microsoft site and download the original XInput device driver. Unfortunately, this site only works with Internet Explorer. Most Windows 10 systems do come with IE preinstalled but you'll need to launch it manually. Simply type Internet Explorer in the "Ask me anything" search box and you'll find it. Launch IE and copy/paste the URL below.

2) There are two driver packages available, but they should both be the same. Add one of them to the basket and initiate the download. Unpack the loose driver files from the CAB file you just downloaded by using an archiving tool such as WinRAR.

3) Click the bottom-left Start button on desktop and type device manager in the search box. Click Device Manager from the menu.

4) From the device list, locate Human Interface Devices and click the right arrow to expand the list.

5) From the list, locate and right-click XINPUT compatible HID device and select the Update Driver Software... option. If you have an Xbox One Elite Controller, there should be an item listing that specifically calls the ELITE controller.

6) From the pop-up menu, select Browse my computer for driver software (the bottom option)

7) On the next page, click the "Let me pick from a list of... option.

8) On the next page, click the Have Disk... button.

9) In the pop-up dialog menu, select the Browse button and point it to the folder where you previously extracted the loose driver files.

10) Select xinputhid.inf from the list and click Open/OK/Next to complete the driver installation.

11) Close the Device Manager and you should be all set!
